According the PDN article, “The government of Guam has failed to fully implement Public Law 31-43, meant to bolster the fight against invasive species”. Public Law 31-43 is the Invasive Species Act of 2011 which formed the Guam Invasive Species Council (GISC). The PDN article urges GISC to implement a fee which would generate local matching money for federal funds to fight invasive species — up to $1.8 million in annual funding. This fee is the Invasive Species Inspection Fee promulgated by the Guam Department of Agriculture on August 14, 2014.
